[GAMEPLAY] Hecarim Ulti hitting enemy champions directly but not fearing targets.

In a recent ranked game, a teammate picked hecarim apparently with no issue. After reaching level 6 he proceeded to begin using his ultimate on people, at which point everyone in the game noticed that his ultimate was neither doing damage or fearing the champions hit, regardless of who he hit. At some times no damage was dealt, but every time no one was hit with a fear throughout the game.

1. Pick hecarim in summoners rift.
2. Reach level six and attempt to ult anyone.

After the game I went into multiple bot games and tried to hit it over and over on bots. Some times it did the damage listed on the ability. But it refused to fear anyone throughout.
