[GAMEPLAY] Skarner Passive Spires not Appearing on Ascension

When playing Skarner in the rotating game mode queue; Ascension, the passive crystal spires do not appear.

1. Pick Skarner in Ascension (Used Guardian of the Sands Skarner)
2. Load into game
3. Not have spires
