Strange Gameplay Stutter

So I've recently upgraded my graphics card (GTX 760 to a AMD Radeon R9 290X), and since the upgrade I've been experiencing strange in game stutters. I notice it best when I'm simply walking to lane. After my champ takes 4 to 5 steps, my screen stutters forward a bit, then back to normal for the next 4 to 5 steps, etc, etc. I've tweaked almost every setting I can think of. Both in game and through AMD Radeon.
