Cant use Q B or R in game.

Playing Katarina right now and i cant Q, B or R in game. I click them it makes a sound but it wont use the skill or start backing.

I'm pretty sure I've seen in other posts that Riot is aware of the current skill bugs, and they say they are working on them.
