Cant create a PBE acount

I cant create a PBE account even though I met all of the requirements, when I tried it says that I created one before but I never did and even if I try to reset the password for the account that I have never made it does not send the recovery email.

the PBE forced a new account set up, the system that is 1 account for multiple games. you're probably going to need to run their multi platform account creation.

I had to basically recreated my PBE account and forced a new log in for it as well.
