My missions and champion rotations will not update :(

I am new to the game and almost level 11. I am not getting new missions to complete. I completed 3 missions and was working on my fourth (getting a certain amount of gold.) This is really frustrating as you are supposed to consistently get new ones. I want to gain the BE from them so I can get new champions from the shards i get and those i want to learn to play. I am not sure what to do.

Also, I get the weekly patches but it doesn't give me updated champion rotations, is that normal?
