New League Client Not Letting Me Into Games

Ok so say when im looking for a game and someone decides not to press play and we dont get into that champion select and then it immediately find's a player right after the 2nd time it ask's me to play, it wont let me press the play button. It says if i do it again i will receive a penalty but how is that my fault if its your game that is not letting me press play? Please Respond.
