Zac W bug! (or wrong tooltip?)

According to the Zac's W tooltip, it says the ability cost is "none" in game. But it actually cost 4% of current HP. Either the tooltip is wrong or his W actually isn't supposed to cost hp. Even though it's somewhat a small thing, it would be nice to have a definite answer as to which one is supposed to be how the W is meant to work.
