Unable to Click on Targets

I dont have a video for this but sometimes when I play league, I am unable to click after a playing for a while. The mouse border gets this white outline and I am not sure as to what is causing it and not really sure how to fix it without having to disconnect and reconnecting. If anyone knows how to deal with this please tell me. It getting rather frustrating and annoying.
