[GAMEPLAY] Tahm Kench ultimate appearing to have zero cooldown

This bug makes it so that all players in a match with a kench will always see kench as having his ultimate ready once it is unlocked. It does not matter if it was just used or is about to be off cooldown, the ultimate will always appear to be available to teammates.

Instructions:

1. Use the ultimate normally by selecting a target location, and either transporting only yourself or a teammate. Despite it going on cooldown, it will continue to appear ready to use for all teammates.

Frequency of issue: This bug has been noted by friends in every single game that I have played as tahm kench. It has for sure been around since his ult was changed to no longer passively give percent bonus health damage, and I believe it has been around since his release.
