Unable to connect to the server and get punished for being a "leaver"

I encounter a server connection problem after I choose a champion for a summoner rift game. I already experienced it twice, the first one in coop vs AI, and the other one for my first PVP match. The error message says "Unable to connect to the server. Please check your internet connection and attempt to reconnect to your game". I've tried many many times to reconnect but It just go back to the message error. I've checked my connection and everything just works fine. Both error happens at night around 7 pm GMT. I can't do anything at all about it and still I get punished. I know that leaving a game make everyone lose time but I find it a little bit unfair to punish someone who can't reconnect to the game.
