Fiora's walk update

Supposedly Fiora got a walk update in late 2018, and I have seen it in game. I really like it. Original Fiora has it and I've seen it on one or two other skins, but I play her with soaring swords Fiora skin and I don't have the update. Is rito just lazy or is this something you turn on? I have the latest update of league for sure.
