Disenchant fail

Every time I disenchant skinshards it doesn't work. I says that there's no network even though there is, and it take ages before I can disenchant. Is there someone who knows what to do. I can't my rune-page in-game either. It's so annoying that I cant change rune-page because of this. It's only in-game. So basically my problems are disenchanting skin-shards/champion capsoles, and changing rune-page in-game. It lags every single time. Pls help me :)
