[Gameplay]Missing a champion Urgen!

I recently bought aatrox and I wanted to play him today. I see that I can't use him in champion select even though I had bought him. I would like at least 6300 ip in return. Also I couldn't have refunded because I had used up all my coins in season 3. What happened?
