Champion Select Bug?

In two ranked games back to back today I found myself stuck in champion select I was able to catch it the first time and restarted the client and loaded in @ around 1:30 no harm there. However in the following game I had players stuck in champion select with me I figured well perhaps there is some server lag no big deal a minute passes and we restart our clients and load in a hopeless lost game needless to say our team mates who did load in fine were less than pleased after getting 4 buffed and being so far behind has anyone else been experiencing this?
