[CLIENT] - ARAM Skin Boost is not alerting me when someone purchases one.

Both times I've been on a team where someone has purchased a skin boost, I get zero notification that they've done so. I do not get any chiming (friends say there's a chime played when someone buys it), even though I have all sounds, music, champ voices, etc turned up fine in champ select. I also seem to be missing the "Select" button that's supposed to pop up when someone purchases the boost.

In this game, a friend purchased the boost. You can see there's no "select" button and I don't own Bloodstone Lissandra. The only indication I got that the skin boost was activated was the portrait border behind her original skin was lit up orange.
