Animations/Champions not showing, movement, abilities, etc

All champions even myself randomly teleport and use abilities, i.e Blitz hooking while sliding and no animation until after I am dead. Replicated it in a custom game, happens to all champions in bursts, does not seem like lag or fps was sitting at constant 60 latency and 300 fps while testing it again and I am not sure how random it is but I've tried closing the client and changing settings multiple times to fix this and I am still not sure what the problem is, it's obviously a visual bug but I am not sure if it is on my end or the clients end. Any help would be appreciative.
