happened twice, i could play them but i wont keep them im pretty sure.
itd be nice if i could keep them, tho.

every patch riot unlock champs that are free to play so people can play champs they dont have/own. it always changes
Those champions aren't marked as free for the week, so the other responses aren't particularly accurate. If they were free they'd have the little lock icon on the top right of them(Like Rek'Sai in the image).
Not sure what would cause that. Are you positive you didn't unlock them at some point and just don't remember it?
Check to see if all your refunds are there
