Final Boss Veigar bug

The animation you get for veigar's passive is one of my favorite parts of the final boss skin. However, it doesnt seem to work on champions for some reason. When i q, w, e, or r a champion, it seems to be missing. Not sure if this is intentional or not, but i would love to see it on the skin!
