IP Problems

So ever since I started playing, right at the beginning of the new client, on my second account, I started noticing that my IP wouldn't be transferred to my account. For example, I was saving up for Taliyah and had somewhere about 6,254 IP and then I won a Blood Hunt game mode and it said it gave me 71 IP. I checked and it said I indeed had 6,325. I went to purchase Taliyah but it said "Not enough RP/IP" I turned league off and back on again and it said that I had 6,254. I played 3 more games and won 2 lost one and the same thing happened. I played another one and then it worked. It just happened to me when I wanted to buy a mystery champion shard because I already have 2 champion shards. I played an ARAM and got 91 IP. I went to check and it said I had 1,720 something IP. I went to buy it and it said, "Not enough RP/IP". I then came here to complain because Riot has been fucking me up by not giving me my IP many times. I don't know if other people are experiencing this or is it just me?
