Veigar Q ability does not activate

Playing Final Boss Veigar I attempted to use my Q and R on multiple champs, my Q repeatedly did not work. Mostly against Heart Seeker Ashe. My R also did not go off when I targeted her.

Happened to me lat game, I had to die to fix it. Rebinding did not work. Q and R both stopped working while I was playing Katarina. =(
