I have a Bug where it says down below: 'Logging into chat'. I had this problem a few days ago, but it was fixed later that evening. But now I have it again. Riot can you fix this problem please? I can't talk in the chat, so I need my friends too say which lane I am. Also I can't open my friendslist, and inviting friends takes longer now... Pls fix this soon!!!

I've only had this problem since today. But I noticed that yesterday ranked was taken down for this exact reason, although my chat was fine at the time. I log into League today, and now I have the problem, with no sign of Riot attempting to fix the problem.
Yep that bug come and go,and with evry patch the client gets more and more unestable. But who cares about the quality of the client let keep our focus on chromas and why Quikshoot is so awesome [slayer-pantheon-thumbs]

In the launch window go to the top right the cog thingy, remove the X on peer to peer transfer. After trying all the other fixes this worked for me! Also possible that you have to switch off IP Helper in your services in the computer.
So, I was having this issue and I did everything but the solution is so silly like...when the login menu shows up, disable the music and the animation. Login into your account. The chat still not working? No problem. Close the client, open it, and login again.
This worked for me and this problem has been reported since 2011 but the date fix didn't work, so...give it a try.

I have the same problems, sometimes it works and sometimes it doesn't and there seems to be no way to fix it. It's really annoying. I restarted my PC several times, once it helped but usually it does nothing at all.
