All for One Vote not Reflecting Values
We keep voting 4 out of 5 for one champion and the person with the 20% vote champ keeps getting their champ picked. Why is this?

It is called probability.
A common, bizarre misconception is that luck and probability follow smooth averages. This is only true over a huge sample of events.
A dozen games is statistically utterly meaningless, the odds of a 20% chance happening several times in a row is actually quite high.
