Enemy doesn't lock in and i get the dodge penalty (Normal Draft)?

I was in the lobby for a normal game and an enemy player decided to lock in at 0 seconds left (seriously, why do people do that?). When it was my turn, I had 0 seconds, it said I left the queue, and I got a six minute queue penalty. I'm not sure if this is a bug the enemy exploited or my computer being garbage or what.
