Currently at the Rune Cap and I have no way to get rid of the useless runes I still have.

So I am currently cap on runes and I don't know what to do about it, any time I buy runes all that happens is I spend IP to not receive the runes. I do still have Tier 1 and Tier 2 Runes and I can't get rid of them because rune combiner is gone. Does anyone know how to solve this issue? I have not emailed riot yet but do intend to if there is no solution. Any help is appreciated.
