Games Not Loading

Is anyone else having a problem where after champ select their game just doesn't load? This has been happening to me since 5.13 about every 1 in 5 games. It doesn't seem to be anything on my end and I keep on getting the leaver buster penalty.

Also on a side note: does anyone know riots email or how to contact them about a problem like this? I can't find anything.
