Charging Abilites stop halfway

So, I seem to be having an issue on casting abilities that require charging. IE, Vi's Q, Zac's E. I always use quick cast, so I have in the past held these buttons down to charge, and release to cast.

I have not played any champions recently that required this in quite some time. I noticed today when I tried to play Zac and the Sling wouldn't work. That was frustrating....

I have even tried setting the abilities to normal cast but it still seems like its on quick cast?!? There is one major change to my PC since last I played with charging abilities, and that is updating to Windows 10.

Does anyone know anything to help me out here?
