[CLIENT] Creating new rune page in champion select causes rune selection to break

When creating a completely new rune page inside of champion select it causes the rune selection menu to bug out. You can see in the image the result, part of the border for the rune menu is there, but the rest of it is nowhere to be found. The only fix I found was to relog.

I've had 100% success following these steps on my account and pc. Haven't tried on another account or pc.

Steps for recreation:

1. Don't have full set of rune pages set up.
2. Go into champion select.
3. Click on the runes then click the + to start a completely new rune page.
4. Bug occurrs.
