[Gameplay] Morgana Ult Does Not Stun

I played three Morgana games recently, and this happened in two of them, where an enemy champion would be inside of the range of the ultimate, never left, yet the ultimate would not stun them. Both times, it was on a marksman champion (Miss Fortune and Jinx) but I don't know if it's champion-specific.
