Cannot access act 3

Lately I've been having issues with League freezing on me upon logging in. After 2 uninstalls and 3 repairs I finally managed to get the client to stop freezing upon log in but now the bilge water rewards are constantly loading and inaccessable for me at the moment. Anyone have an idea on how to fix this without having to try a repair again?
