I was playing a game of gp against the new swain (green skin). Everytime he was on my screen my fps dropped to 20ish. How to reproduce: 1 play with or against swain 2 (might be a skin issue so possible have swain on the green skin) 3 put your screen on swain watch the magic of lagging!!
Same issue here also, i am capped a 120 fps, but when ever i try to walk up to a enemy/allied Swain my fps drops to "15" basically making my games unplayable sadly.

people on pbe reported lag with him and they still released him, pff...
Think it's just Swain since Bilgewater Swain lagged me too
I had the same problem dude. Just lost a ranked game because he just crushed me. Can't dodge the e when at 15 fps. At least not my bronze self. Q.Q

We have a tool that lets us get more detailed performance info from your games. If you add a setting to your game.cfg file.
Cfg file is in C:\Riot Games\League of Legends\Config
You will need to add it under the [Performance] section.
LiveProfile=1
If you have that section included in your game.cfg, when you finish a game, it will generate a log that we can use to analyze the performance. You can find that log here: C:\Riot Games\League of Legends\Logs\Performance Logs
With a format like "2017-12-06T22-05-40_PerfDump.rpd"
If you set up that LiveProfile setting and generate any logs like that, we could use them to look more into the issue.
I figured this would be an issue as soon as I saw him. His visuals are just way too much. They do look nice, but they clutter the screen imo and should be toned down.

Yep i have the same problem. When't against Swain in 2 games and one was in Tyrant Swain and the other default they both lagged me out to about 20 to 15 frames please fix this soon Riot.

This is totally unacceptable, A company like RIOT games should have the means and tools to foresee things like these. Wasn't the update on the PBE? Why was it passed on to live servers when it's faulty? This game is getting more and more frustrating to play every passing day. That's not even mentioning how over tuned the champion is at it's current state. This shit needs to be dealt with ASAP.
