Unexpected ability to select not owned champions in Ranked Draft (New Champion Select)

Hello everyone,

I am here to report a bug which is allowing players to select not owned champions in Ranked Draft since the release of New Champion Select.

I was able to select Vel'Koz and played Vel'Koz in the game even though I do not own Vel'Koz (Vel'Koz is free in this week's champion rotation). So, is this a bug with the New Champion Select or it is something new and is allowed intentionally in New Champ Select?

If anyone from RIOT reads this, please look into it and give us more details.
