Language Filter Failing

The language filter option doesn't turn it off when it is unticked currently, after going through support and them being unable to fix the issue due to my computer being a douche and limiting access to only 1 client on my computer at a time, so i was told to post it here.

Running windows 10, AMD A8 5550-M processor (2.1ghz quad core, 8550G integrated graphics), 8GB ram at 1600mhz, 8670M 1GB dedicated graphics card. Most of that probably is irrelevant, but maybe not.

On the OCE client however I couldn't find the OCE bug-report section so I chose the top of the list of 3 forums given to me by the supprt team.
