[GAMEPLAY] Neeko's W passive Sometimes Works.. Sometimes Doesn't

Sometimes when i play Neeko.. her w's passive works on towers and sometimes it doesn't.... It's frustratingly inconsistent. I'm finding it's a 50/50 chance that it works.. RIOT PLEASE HELP!!!
