The Client gets stuck while i am in soloq

This happens several times, I tried to wait the spike going away but cuz i donot pick the rank system force me out. By thus i get IP loss for no reason. Today it happens twice. i get 13 points loss and have to wait more than half hour. My laptop comes with 980m video card and i7-4700 running with windows10. anybody can helps me ?
