[Gameplay] can't use abilities, recall or summoner spells, nor keys 1 though 4

This bug has been following me for over 3 years now. At first it was on and of, but lately it happens either every game of once in every 2 games. People think im trolling so i stop playing this game till this bug is fixed.

I can walk, I can do AA, I can type in the chat ( NOTE: all keys work in chat ), but the rest doesnt work. I tried pressing all keys. What doesnt work:

-Pressing insert -Pressing CTRL Shift -Pressing Caps lock

What used to work, but not anymore:

-Infinite attempts to relog and hoping it is fixed
