Whenever i would use my E test of spirit of singed it would dissapear 1 to 2 seconds after i would use it on him and id go to use it on other people it would last full duration singed tried telling me it was because he was damaging me that it went away but i read the ability nothing in there about damage getting rid of it.
its not a bug really, it might be something overlooked my riot when they made singed's q hit 4 times a second, but illaoi e is supposed to drop in duration when you take damage from the person whose soul you pulled. thats why its called test of spirit, because they have to choose whether they are strong and will fight you (so they get the spirit back) or they are a coward and have to take their punishment (they become a vessel) watch the champ spotlight, its mentioned there
