Panning/Double-Click Problem?

I'm having issues largely with the interface of the game: I'm not able to pan using the arrow keys and I need to double-click instead of single-click.

I'm not sure how this happened nor the best ways to remedy it. I mean, I can play the game, but it makes it really difficult to watch other champions. I don't believe it's my mouse, as I tried to pan with my mousepad to no avail. Have any of you experienced a similar problem and found a solution?
