Client- i get punished for dodge queue even though i didnt dodge

i joined a a ranked queue and found and joined a match. then players were locking in their champions then a player on the enemy team doesn't pick a champ and the champ select ends and we go back to queue. I thought that would happen but then, I get a message saying that I dodged then my ranked promos series ended because of that.
