Runes

Upon reaching level 3 you get 400 rp as you all know and earn ip as well for the future games. My ip and rp would stay 0 for my next games and wouldn't refresh. But i could purchase champions runes ect. from the store but when i bought runes i couldn't see them in my rune's tab it said i had 0 although i bought 11 and i could by as many as i wanted untill my ip was finished, so i re-oppened LOL and i had 11 runes of the same type... uhmm ok..
