[GAMEPLAY] No Mastery borders on kills/deaths/towers etc

A little bit before the new patch and since the new patch, I haven't been able to see Mastery Borders in game, like during loading screens they show fine, but once in game nothing. Like can still do the emote, but no border? I'm going to assume this is a bug, or am I the only one experiencing this? I miss seeing the border, one of the main reasons I get my chapions to M7.
