[CLIENT] Can't change runes

So I log in. Queue up for ranked and it won't let me change my runes. says im not lvl 30 and gives me a page i didnt want because i want to try out a new runeset. I don't want to lose lp for this so I'm playing it anyways as the standard runes is fine. But this bug is very annoying
