[GAMEPLAY] Twitch -Rat-Ta-Tat-Tat not damaging nexus

Hi. We were playing normal game when we thought about backdooring them. Well..

Reproduce:

1. Use twitch Q
2. Use twitch R immediately after
3. Try to hit nexus
4. Fail hard

I think this has been here numerous times, but I'll post it anyway. Come on Rito, it has been 3 years since this bug 1st appeared!
