Bard Disabled without Notification

I decided to start trying to play Bard and practice him a bit in Teambuilder, but when I go to select a champion in Join a Group or Build a Group I can't select bard. I attached some screenshots showing that I own Bard, and how it doesn't allow the option to select him in Teambuilder.

edit: It appears he is disabled but without the notification.
