I've left clicked minions to see their hp before autoing to proc the targon's passive, and even when the minion is far below the hp they should be executed at, they wont die unless flays passive is at max damage. this is a big issue when trying to execute cannon creeps for my adc. Please fix immediately.
Thresh does not proc the "Spoilers of War" passive.

This is not a bug. There are two passives for Relic Shield and it's upgrades. The first one is the gold sharing, which will happen whenever you kill a minion, regardless of how. This will work on any champion that has this item.
The second passive is the execute, which will instantly kill a minion under a certain HP. The execute passive will only work on MELEE AUTO ATTACKS. Thresh is classified as a RANGED champion, therefore the execute passive will not work on Thresh's auto attacks.
