issue with Sion Gameplay

I was playing as Sion and all seemed normal, Then during the 20 minute mark or so, I tried using my Q to farm and nothing happened. And as I went on to play I tried using my R in a team fight and nothing happened there as well. I went the entire last half of the game with out the use of my Q and R which was kinda frustrating. I checked it out and one of my friends had the same problem, so I'm guessing its not just me. I really like using Sion too, so if someone could look into it that would be Awesome. I would be very grateful.

I've been having the same exact problem... You have to restart the client but that takes to long in the game and people report you for leaving.

This issue has been going on since day one of the rework release. I've posted about it before and no response. The only way to fix it is to close out the client and reopen it.
