[CLIENT] Client Freezes when Loading into a game.

I've been having issues with the client ever since it had updated a few years back. This, however, has been the most troublesome one. When the game tries to load right after champ select, there's a good chance the game will never load. Either the window for the game never shows or when I do get the window I just never load in when everyone is at 100%. It doesn't happen every game but happens enough that I've been getting leavebuster for never being able to join in games before they're remade. I've tried multiple things to fix this from reinstalling, using the repair tool, installing on my SSD, running as admin but nothing has worked so far. Whenever I load into a practice game it seems to work fine but this seems to be an issue with multiplayer games. My ping is usually at around 40 so don't know if my connection is the problem.

At this point I'll take any helpful advice I can get to resolve this issue, getting leavebuster for games I try to join and getting 20 mins queues because of it is not fun.
