Locked out of payment on second try

I was setting up a visa gift card i just got and i forgot to verify it so it gave me the error that i couldn't purchase because i needed to verify my card but once i verified it i came back and attempted again and it locked me out for 24 hours. I am for sure you shouldn't be locked out on the second try of payment even if the second on isn't correct either but mine was and i was still locked out. If possible I would appreciate being unblocked from making my purchase.
