Fix the penalties when there is an error.

Trying to play a match, the client freezes on me and I'm unable to select a champion, so I get an error message saying it will be reported to Riot, and then I also get a 5 minute penalty for not choosing a champion. How the heck is that fair when it's the clients fault I couldn't select anyone.
