So basically the E says that it can be recast at no cost. For example If i have 70 mana and I cast E which costs 60 mana, i have 10 mana left. Afterwards however I am unable to cast the E again, because it says not enough mana. Is it supposed to be like that or is it a bug!

Its bugged and never fixed, when your mana is below the initial cast cost, you won't be able to recast it 'for free'.

It's a bug and they still haven't fixed it. It's costing me a lot of games :/
